International Maritime Organization Releases Guidelines for the Safe Operation of Shipboard Shore Power, Prepared under China's Leadership

Recently, the International Maritime Organization (IMO) formally released the Interim Guidelines for Safe Operation of Shore Power for International Ships Calling at Port (hereinafter referred to as “the Guidelines”), which was compiled under the leadership of China, in the form of a circular letter. The Guidelines contain 6 parts, including General Provisions, Verification Tests, Operation, Safety Prevention, Documentation and Personnel Requirements, which provide a globally standardized safety operation standard for the use of shore power by international sailing ships in ports, and successfully fill the gap of IMO in this field.

The Guidelines are led by Guangdong Maritime Safety Administration, and jointly researched and compiled by relevant units in the industry, fully absorbing the experience of safe operation of ships calling at ports to use shore power in China as well as the beneficial practices of international counterparts. The project was approved at the MSC98 meeting held by IMO in 2017, included in the work plan, and then considered by IMO in many meetings, finalized at the recent SSE9 meeting, and approved for release at the subsequent MSC107 meeting, which took a total of six years.

The use of shore power by ships in port is an important measure for the control of air pollutant emissions from ships and the reduction of greenhouse gas emissions from ships, which contributes to the implementation of IMO's greenhouse gas emission reduction strategy for ships. The release of the Guidelines marks another significant achievement in enhancing China's institutional discourse and influence in international maritime affairs, and will provide strong support for China to successfully realize the strategic objectives of “carbon peaking” in 2030 and “carbon neutrality” in 2060, and promote the green development of world shipping. It will also provide strong support for China to successfully realize the strategic goals of “carbon peak” in 2030 and “carbon neutrality” in 2060, boost the green development of world shipping, and promote global energy conservation.
